Born on February 18, 1989, in Miami, Florida, Penny Pax grew up in a range of locations including Hawaii, New Zealand, and California. Of Irish and German descent, she attended performing arts schools through middle and high school, with a background in singing, dancing, and acting.

Penny entered the adult industry in November 2011, at age 22, after losing a lifeguarding job in Fort Lauderdale and posting modeling photos online that caught the attention of an agency.
