Born on November 28, 1989, in Ho Chi Minh City, Vietnam, Cindy Starfall grew up in a wealthy family of mixed Thai, Chinese, and Vietnamese heritage. She is the granddaughter of a prominent Vietnamese entrepreneur. Raised largely by a nanny after her mother left when Cindy was two, she was homeschooled and kept under strict household rules as the only girl in the family. At 15, she relocated to the United States without any knowledge of English, eventually attending an all-girls Catholic school.

Before entering adult entertainment, Cindy worked conventional jobs and spent time as a webcam model while holding down office work during the day.
